Community-engaged processes (i.e., participatory planning) have been suggested as a better approach to local decision-making than technocratic and authority-led models. Improving participation in urban geography and planning has been promoted by organizations such as International Association for Public Participation, Organization for Economic Cooperation and Development (OECD), and the United Nations in its sustainable development goals.
Increasingly participatory practices are impacted by online tools and data-driven workflows, which for example underpin the concept of smart cities and Urban AI (Afzalan et al., 2017; Cardullo and Kitchin, 2019). Simultaneously participatory practices are challenged by “extra-urban” platform urbanism (Rozen and Alvarez-Leon, 2022). Enter Artificial Intelligence (AI), which adds new opportunities, complexities (Wilson, 2022; Wirtz and Müller, 2022), and wicked problems (Rittel and Webber 1973). It is therefore critical to explore how AI can support or even transform traditional participatory practices, which includes public consultation, decision support, stakeholder engagement, and up to citizen control.
