Abstract
Plan evaluation is a core tenet of creating good plans, yet this skill is rarely taught and rarely practiced. In this research, we focus on the pedagogical vagaries of teaching plan evaluation in an undergraduate course of 90 students - that too online. Students in the spring quarter CRD 152 class of 2022 at the University of California, Davis were introduced to plan evaluation as both a tool for quantifying plan quality and a practical skill deployed to read plans. Through course content and a plan evaluation simulation, students were asked to self-select and evaluate four Californian city general plans using the supplied plan evaluation framework. The plan evaluation framework was designed to measure the coverage and depth of food and agriculture policy and implementation actions in city general plans. At the end of the course, students evaluated the plan evaluation as a pedagogical tool. In this paper we report lessons, both successes and failures, offer insights not only into teaching plan evaluation to students, but to communicating with the public about plans, and in working with practitioners to craft effective plans.
