Abstract
Watershed security—the sustainable management of watersheds to protect ecosystems and water quality—is key to socio-economic stability. In agricultural landscapes, nutrient runoff, particularly phosphorus from fertilizers and manure, has contributed to severe water quality issues, including eutrophication and harmful algal blooms (HABs), threatening aquatic ecosystems and water bodies such as Lake Winnipeg. This research explores the relationship between nutrient (phosphorus) management and water governance in agricultural watersheds, focusing on the Seine Rat Roseau Watershed District in Manitoba, Canada. Using a qualitative research design, it draws on policy analysis of government documents and gray literature, semi-structured interviews, and participant observation of governance activities. Findings indicate that voluntary governance approaches foster collaboration but often lack enforcement mechanisms, while regulatory measures provide structure but may face resistance due to rigid enforcement and administrative burdens. Additionally, land ownership patterns and power dynamics influence governance effectiveness, with private land ownership posing challenges for uniform policy implementation. The analysis to develop policy recommendations is currently underway. Findings and recommendations will be shared with both academic and non-academic audiences through reports, as well as public and academic presentations, to gather feedback and enhance their applicability. I will also be presenting this research at the AAG conference, where I will discuss emerging findings and their implications for strengthening watershed security and balancing environmental protection with socio-economic resilience in agricultural landscapes.
