Water resources are under current pressure in Chile and other Latin American countries due to a growing extractive industry (e.g., forestry, mining) creating divers hydrosocial conflicts. According to a recent study by the World Resources Institute (WRI), Chile ranks 18th in the global ranking of water stress and water governance problems account for 44% of water gaps (Fundación Chile, 2019).
The current Water Code is the basis for water management in Chile. This regulation establishes water rights which can be transferred and sold independently of land rights, and are of individual ownership. However, different studies report shortcomings, such as limited, fragmented and contradictory information as well as lack of knowledge on water resources (Usón et al., 2017) and insufficient control of illegal water abstractions (Fragkou et al., 2022). Also in other Latin American countries suffer water stress despite other regulatory contexts.
The proposed session aims at discussing hydrosocial conflicts and how these are embedded in current regulations through a comparison of different case studies in Chile and other Latin American countries.
