Abstract
This study aggregates transactions within the EU Emissions Trading System to the urban level and operationalizes a network of over 130,000 transactions. Authors explore empirical and theoretical approaches to analyzing this network with the following questions in mind: If we pair facility-level ETS transactions (ETS) with facility level GHGs emissions data from CDP, can we perform a test of carbon market activity vs. carbon performance? Further, is the nature of the ETS market random per spot market assumptions, or is it determined by other urban-specific factors?
